Manager – Application & GIS Database Development

Objective

Lead and oversee the design, development, and deployment of enterprise-grade Application and GIS Database solutions in alignment with transformation strategy. Provide expert guidance to ensure secure, efficient, and scalable solutions.

Key Responsibilities and Roles

✅ Strategy & Management

• Provide leadership in planning and implementing initiatives related to Web Applications and GIS Database systems.
• Define, design, and oversee the development of enterprise-level applications.
• Draft IT and Security policies, SOPs for development, deployment, and maintenance.
• Serve as Technical Subject Matter Expert (SME) for Application Development and GIS.

✅ Application/Web Development

• Architect, design, and manage development of responsive, scalable, secure web applications.
• Conduct code reviews, ensure adherence to industry best practices, and guide junior developers.
• Coordinate with OEMs and vendors to adopt MeitY’s Enterprise Architecture framework.
• Define and maintain technical specifications, wireframes, prototypes, HLD, LLD, SDD.

✅ GIS Database Administration

• Design, deploy, and maintain robust GIS databases.
• Ensure data integrity, security, and high availability.
• Oversee data management policies for storage, backup, and archival.

✅ Project Support & Evaluation

• Prepare and review technical sections of RFQ/RFPs, BOQs, BOMs, SoWs.
• Support in vendor evaluation, technical/financial bid analysis, and onboarding.
• Perform gap analysis, risk mitigation planning, budgeting, payment scheduling.
• Draft clarifications, corrigenda, amendments for pre-bid queries.
• Evaluate system architecture for scalability, performance, integration compatibility.

✅ Documentation and Training

• Prepare user manuals, training materials, and conduct capacity-building sessions.
• Ensure thorough project documentation and reporting to senior management.
• Facilitate requirement and challenge-identification meetings with stakeholders.

✅ Testing and Validation

• Review and validate functionality testing, security testing, UAT feedback.
• Provide actionable recommendations for remediation.

Required Qualifications and Experience

• BE/BTech/ME/MTech in Computer Science / IT / Electronics.
• Minimum 6–9 years’ experience in enterprise Web/Application Development and GIS Database Administration.
• Certifications in relevant technology domains.
• Proven experience in leadership roles with top IT companies / MNCs / Government projects.
• Strong understanding of secure coding practices, DevOps, cloud deployments, and GIS systems.
