He/She should have good knowledge in AVD environment and should know to redesigned AVD landscape with state-of-the-art solution which should cover below points.

Storage account optimization
Regional hosts for improved latency / user experience
Profile management
Image management

The Architect should be good to re configure AVD environment with below- best practices in AVD at CLP

Solution Design with best practices: will design a Windows 11 based AVD solution in CLP Azure tenant.
Network communication and latency
HostPool Optimization and App Layering
Improved Security compliances
Performance Monitoring
Continuous Service Improvements.
