Role Summary

Apex Ltd. is seeking experienced HSE professionals for the role of Deputy Manager / Assistant Manager in Health, Safety & Environment (HSE) management. The position will be based at Dahej/Jamnagar for a prestigious refinery construction project. Candidates must demonstrate strong experience in managing HSE functions within the construction industry.

Key Responsibilities

• Lead and manage site-level HSE functions ensuring compliance with local and international standards.
• Develop, implement, and monitor safety management systems (SMS) across construction phases.
• Conduct risk assessments, hazard identification, and formulate mitigation measures.
• Ensure legal and regulatory compliance including permits, audits, and inspections.
• Facilitate safety trainings, tool-box talks, and awareness programs for site personnel.
• Investigate incidents and near misses, prepare detailed reports and recommend corrective actions.
• Liaise with project managers, consultants, contractors, and statutory bodies on safety matters.
• Monitor contractor safety performance and enforce project-specific HSE protocols.
• Drive continuous improvement through safety KPIs, internal audits, and safety campaigns.
• Ensure emergency preparedness and manage incident response plans effectively.

Key Skills & Competencies

• Deep understanding of construction site operations and associated HSE risks.
• Strong knowledge of statutory requirements including Factories Act, Environment Protection Act, and ISO standards (14001, 45001).
• Proficient in incident investigation, HIRA, JSA, and PPE management.
• Excellent communication and interpersonal skills for coordination across teams.
• Sound judgment in problem-solving, crisis management, and decision-making.

Education & Certifications

• B.E. / B.Tech in Engineering OR
• B.Sc. / Diploma in Engineering
• Mandatory Certification: Industrial Safety (STB) from a recognized institute
