1 Job Description for Maintenance Engineer
Maintenance Manager will be the Head of the department for Hospital Engineering Services and will be responsible for Operation & Maintenance of multiple facility within a single campus, Ex- Health City Bangalore 1.1 Operations

  1. Responsible for Electrical Uninterrupted power supply, Lighting system, Potable & non-potable Water supply, HVAC system, Medical gas supply system, Hot water supply system, Civil and interiors and Infrastructure system etc. ensuring smooth function of the hospital facility.
  2. Manage the team of skilled Engineers & technicians to ensure smooth operation of utility and facility, machine availability and actively managing/reducing dysfunctional utility.
  3. Ensure that designated buildings, plant and utilities are fit for purpose and to provide proactive support/solutions as required
  4. Manage utility and equipment operational and design benchmark & data storage and maintain high levels of efficiency and accuracy.
  5. Manage the process of the introduction of new machinery, plant and equipment from drawing up the requirement, specifications, with best costing and budgeting.
  6. Manage the process of disposal/condemn of obsolete machinery, plant, e-waste, bio-medical waste, used oils and equipment from gaining agreement to physically removing it and its safe and lawful disposal.
  7. Identify operation & maintenance improvement opportunities within the organization
  8. Provide technical expertise/assistance to the team
  9. Stay current and up to date on any changes that may affect the supply and demand of needed utility and materials and advise others of any impact on operations.
  10. Manage contractors/vendors on site to ensure they meet legal and company safety and conduct requirements
  11. Ensure that the facility and utility operate in accordance with any health, safety and environmental policies and procedures to ensure the safety and well being of HES staff and other users.
  12. Carry out non-routine equipment/utility and facility malfunction issues, and take necessary actions in consultation with concerned departments and management
  13. Carry out random periodic internal audit within the department to ensure operations are in line with hospital operational guidelines and hospital and OEM SOPs.
  14. Carry out necessary actions in case of utility breakdown repair and completion and ensure all the utility standby are provided and safe utility operation in place.

1.1.1 Team Management

  1. Manage, train, motivate and develop a high performing Maintenance team that meets agreed objectives, and which delivers best practice results, added value and continuous improvements
  2. Set department objectives/KPIs and review and assess ongoing performance.
  3. Report on achievement of targets and identify any actions required
  4. Consistently promote high standards through personal example and roll out through the team so that each member of the team understands the standards and behaviors expected of them
  5. Ensure the delivery of the manpower Strategy within area of accountability
  6. Manage and lead the team, ensuring adequate staffing levels, skill level suiting tasks, Motivate and coach the team to operational success
  7. Monitor the completion of tasks and ensure good performance and record on appropriate systems/process
  8. Review, implement and update company records e.g. training matrices, performance reviews, risk assessments in regards with team management.
  9. Communicate KRAs and KPIs from the strategic annual plan so that each employee is aware.

1.1.2 Financial and Budget Control

  1. Input and hold responsibility for Operation & maintenance cost & budgets.
  2. Input and hold responsibility for maintenance material expenditure.
  3. Control the equipment breakdown and spare parts material expenditure by constantly updating the operational practices to the best of efficiency.
  4. Monitor and assign the works as per the skill of manpower available to reduce the process time and material expenditure.
  5. Prepare the annual Maintenance budget and forecasts and all Capital Expenditure proposals as well as ensuring compliance with legal standards. Manage the budget from identification to completion of OPEX/CAPEX projects.

1.1.3 Relationship Management

  1. Work as part of the Management team to share ideas and improve operation, recommending, supporting and implementing continuous improvement activities and process and procedure improvements to optimize results and improve quality of delivery, in line with quality standards.
  2. Develop and maintain strong relationships with internal and external stakeholders to ensure optimal performance
  3. Work collaboratively, negotiate and engage with key stakeholders to facilitate delivery and compliance with the maintenance strategy
  4. Communicate with stakeholders the impact of market change and potential effects on engineering design and development. Recommend solutions without compromising quality or service while optimizing cost.

1.2 Maintenance:

  1. Develop a Planned Preventative Maintenance (PPM) schedule with respect to OEM recommendations, ensure full preventative maintenance is carried out, and lead the team to deliver effectively
  2. Schedule both internal(Inhouse) and external (AMC/CMC outsourced) Maintenance work, maximizing planned down time and reducing unplanned downtime.
  3. Monitoring and ensuring all utility and facility Planned Preventive maintenance works completion as scheduled.
  4. Monitoring and comparing equipment operational pattern and analyzing operational parameters with OEM design parameters and addressing any deviations.
  5. Monitoring Outsource AMC CMC scope of works during every service of the equipment.
  6. Scope of works defining and fixing during renewal or issuance of outsource contracts.
  7. Monitoring utility Outsourced AMC /CMC maintenance schedules and work completion, analyzing consumption and operational parameters to identify deviation and necessary action.
  8. Monitoring inventory of stock and materials to carry out PPM works and regular O&M works.

1.3 KRA

  1. Checking daily, weekly and monthly Transformer, HT/LT Breakers Panels, HVAC Chiller status, DG status, Hot water generator, water consumption and diesel/fuel consumption reading Log books.
  2. Optimize equipment according to load requirement, seasonal requirement, enhancing performance and process and quality.
  3. Ensure routine calibration/validation and maintenance requirements of a variety of utilities, electro-mechanical systems alarms, energy meters gauges are undertaken
  4. Develop clear accountability for maintenance material spending, combined with a strategy/initiative to manage expenditure.
  5. Attend/conduct various meetings with management and clinical and non-clinical team, clinical engineering team and action/communicate instructions to the team.
  6. Produce written reports and make presentations on

a) operations & Maintenance
b) Repair & Maintenancec) Consumption's & breakdownsd) Business reviewse) Forecast on costing and budgeting etc.

  1. Undertake continuous training and development
  2. Perform root cause analysis and resolve problems in key utility breakdowns/malfunction and eventually adapting new SOPs to reduce the breakdowns and to increase utility efficiency.
  3. Identify and deploy the technical skill sets, resource levels and systems to deliver the best of the ability.
  4. Conduct risk assessments, hazards assessments of processes and tasks in the department and ensure safe SOPs in line with Hospital HES guidelines and protocol.

1.4 KPI

  1. Minimum breakdown and Downtime of Utility and Key equipment.
  2. optimal deployment and utilize of man power and resources, energy, water, fuel/diesel, materials, spare parts etc.
  3. Defining and monitoring of JDs, KRAs and KPIs for the team and review on timely basis with corrective actions.
  4. Timely closure of facility complaints, reducing user complaint Resolution time, user complaint Turnaround time.
  5. Coordination with the other departments for the smooth hospital operations and resolution of facility operational issues.
  6. Creation & implementation of new systems in operations and HES team management.
  7. Ensuring and monitoring critical quality indicators and regulatory compliances.
  8. Surveillance and monitor of preventive maintenance works as scheduled Preventive maintenance plan.
