Job Description

The Planning Engineer is responsible for the delivery of project planning and progress measurement, ensuring that TCE's procedures and best practices are applied, as appropriate, and recommending changes to the Project Controls Manager where required. He is responsible for developing and maintaining the project master schedule to meet the project objectives.

Experience:

  • Working knowledge of engineering, project control systems, and construction management.
  • 2+ years of relevant experience as a planner in a multi-discipline project environment.
  • Knowledge in the use of Primavera Project Planner and MS Office package.

Qualification:

  • Postgraduate or graduate in an engineering discipline.
  • Professional Project Management Certification (preferable from PMI) or Post Graduate degree in Project Engineering and Management or Post Graduate degree in Advanced Construction Management.

Key Responsibilities:

  • Conduct planning meetings with Functional Managers to finalize the project implementation schedule.
  • Create detailed logic-linked project plans around project WBS in Primavera or using various Microsoft tools.
  • Monitor plans to ensure that processes relating project planning to detailed planning are being adhered to.
  • Manage and control the project schedule against baseline conditions, including staff, production, and materials.
  • Confirm project schedules and critical paths and set baseline for the project implementation phase.
  • Generate and verify weekly updates and issue progress reports.
  • Participate in project schedule risk analysis and include resultant contingency in the baseline.
  • Using progress reports (early and late curves) and project schedule, maintain, optimize, and monitor progress. Identify and resolve issues.
  • Monitor slippages of critical and near-critical paths and discuss with the Project Controls Engineer/Project Manager for resolution.
  • Ensure the integrity of the project schedule through approved scope changes, fiscal changes, and contingency reallocations.
  • Re-baseline the plan(s) following a major contract change to create a revised, viable programme of work for the remaining tasks.
  • Once a change is approved, maintain and optimize the schedule, monitor progress, and highlight/resolve areas of potential concern.
  • Ensure the project cost reports include schedule adjustments that could affect the forecast final costs.
  • Analyse, interpret, and report on key performance indicators such as earned value, schedule performance indicators, cost performance indicators, and forecast cost at completion date.
  • Facilitate the exchange of information between the Project Manager and Project Controls Engineer.
  • Communicate cost and schedule risk reports to the Project Controls Engineer, contributing to recovery and improvement initiatives.
