Job Summary: We are seeking a detail-oriented and strategic Tendering Manager to lead our end-to-end tendering operations across government and private sectors. The ideal candidate will have deep understanding of e-tendering platforms like GEM and CPP, strong commercial acumen, and proven experience in preparing winning technical and financial bids in the safety, fire, and EHS/ESG consultancy space. Roles & Responsibilities: Monitor and identify relevant tenders from GEM, CPPP, eProcurement portals, PSUs, and private clients. Analyze tender documents and extract key eligibility, technical, and commercial requirements. Coordinate with internal technical and commercial teams to compile pre-bid queries, technical proposals, and documentation. Prepare BOQ-based financial bids with precise cost estimations and margin analysis. Lead preparation and submission of both online and offline bids with complete compliance to instructions. Draft and review tender documentation including EMD/BG, affidavits, declarations, and statutory documents. Manage post-bid activities such as vendor registration, follow-ups, price negotiations, clarifications, and award finalizations. Maintain a centralized database of submitted tenders, bid outcomes, pricing benchmarks, and competitor analysis. Ensure timely renewal of all required certificates (GST, MSME, ISO, NSIC, etc.) for tender eligibility. Liaise with clients, consultants, and internal stakeholders to enhance tender conversion ratio. We are looking for an experienced Sr. Billing Engineer (Civil) of more than 10 years in billing to handle quantity take-offs, billing, and cost tracking for our building construction projects. The ideal candidate will have hands-on experience in client billing, BOQ analysis, preparing quantity estimates through drawings and site coordination. Key Responsibilities: Prepare and verify client bills and subcontractor bills as per contract drawings and physical executed work at site. Review and reconcile quantities from drawings, GFCs, site measurements, and contractual BOQs. Prepare RA (Running Account) Bills, final bills, interim bills, and maintain proper documentation. Track and monitor billing progress on day to day basis, work completion, and cost analysis. Prepare monthly billing reports (Billed and unbilled items, details of extra items executed above the BOQ items, unapproved items etc) Coordinate with project managers, site engineers, and QS teams for on-site measurements and records. Review contract terms and ensure compliance in billing. Maintain proper records of variation orders, deviations, and change requests. Prepare rate analysis for new items required to be executed Interaction with the client for bill certification, checking and clarification during course of bill finalization. Handle reconciliation of materials and quantities with vendors/subcontractors. Required Skills: Strong knowledge of civil engineering concepts, especially related to building construction. Excellent command over MS Excel, AutoCAD, and billing software. Sound understanding of BOQ, IS codes, and standard billing practices. Good analytical and quantity surveying skills. Ability to interpret structural and architectural drawings and suggest changes wherever required. Confidence and sound communication skills to interact with clients, contractors, and internal teams. Preferred Experience: Mandatorily worked on government building projects through contractor or subcontractor for main client billing. Familiar with government contracts (CPWD, PWD, Indian Railways and other state government construction agencies)

Prepare, file, and manage all tender-related documentation with accuracy and timeliness . Coordinate and communicate with clients, consultants, and relevant government authorities regarding tender clarifications, submission status, and other official matters. Maintain records and tracking systems for tenders, including follow-ups, results, and feedback. Understand and interpret tender eligibility criteria, BOQ, technical specifications , and contractual documents. Preferred candidate profile Experience: Minimum 56 years of hands-on experience in e-Tendering for government departments such as NHAI, NHIDCL, CPWD, PWD , and other public sector entities. Knowledge: Strong understanding of government procurement processes , online tender portals, and documentation compliance. Communication: Excellent verbal and written communication skills with the ability to liaise effectively with clients, consultants, and officials . Technical Skills: Proficient in MS Office (Word, Excel, PowerPoint). Knowledge of Photoshop, AutoCAD, or similar software will be considered an added advantage. Organized and Detail-Oriented: Capable of managing multiple tenders simultaneously with accuracy and within deadlines. Professional Attitude: Responsible, proactive, and capable of working independently with minimal supervision. Education: Graduate in any discipline. A technical background or additional certifications in tendering or design tools will be a plus.
