To that end, the Essential Medicines and Oxygen (EM&O2) program focuses on the following key elements Effective planning and strategies to manage oxygen systems Affordable, efficient, and high-quality oxygen procurement and distribution systems Improved clinical administration and technical management of oxygen Improved information systems and monitoring for oxygen access The Program supports the state health and facility level leadership to strengthen governance structures, ensure optimal maintenance and upkeep of oxygen assets, and build capacity for management of assets and provision of clinical care. Through this support WJCF expects to ensure prevention, early diagnosis and timely access to high quality medical oxygen to manage hypoxemia cases, while ensuring adequate preparedness to manage surge of Covid-19 cases or on account of other acute or seasonal respiratory ailments. Position Summary The Research Analyst, EM&O2 will work closely with the national lead for EM&O2 Monitoring & Evaluation (M&E) and the state teams, on supporting study design, and data-management related tasks. The individual will support in developing data collection and compilation formats for pilot projects, data analysis/visualizations with detailed data management steps, research writing, and support the M&E focal point for all research activities. Learn more about our exciting work http//www.clintonhealthaccess.org Program Overview Type 1 Diabetes Mellitus (T1D) is an auto-immune disease characterized by reduced ability to produce insulin in the body. T1D usually develops in children, adolescents, or young adults, leading to a lifetime dependence on insulin for survival. The condition is associated with a significant strain and poor quality of life, and leading to a high financial burden, for people living with Type 1 Diabetes (PLT1D) and their families. However, with access to timely diagnostic, initiation on treatment and proper management of the condition, people living with T1D can lead healthy and productive lives, while achieving life expectancy comparable to the general population. There are an estimated 9.4 million PLT1D globally, with India having the second highest share accounting for 8%-10% of the global prevalence. Nearly 18% of children and adolescents with T1D (0.3 million) live in India, the highest in the world. The incidence of T1D in the 0-19 age group is increasing more than any other age group and is estimated to increase from 8.15 per 100,000 in 2024 to 13.95 per 100,000 by 2040. While the burden of T1D has continued to rise over the years, survival has remained poor. Survival rates for children and adolescents with T1D in India is worse compared to countries with similar socio-economic development. On average, a child diagnosed with T1D at the age of 10 years lives only an additional 29 years of healthy life, contributing to premature mortality and poor quality of life. There is an urgent need to improve access to screening and diagnosis and to ensure initiation and adherence to treatment for T1D. WJCF’s Type 1 Diabetes program aims at strengthening and improving access to quality T1D care in India, with the overall goal of achieving longer, healthier, and more productive lives for People Living with Type 1 Diabetes. The program aims to address critical barriers to delivery of quality T1D care in India by building awareness, improving access to screening, diagnosis, and treatment services, enabling treatment adherence and self-management, and strengthening governance framework for delivery of T1D care. WJCF’s approach entails supporting the Ministry of Health and Family Welfare at the national level to catalyze development and roll-out of standardized guidelines of care for T1D, while supporting multiple state governments to implement pilot initiatives demonstrating delivery of T1D services through dedicated T1D Clinics within public health facilities. WJCF has supported successful operationalization of these clinics across four states (Madhya Pradesh, Rajasthan, Chhattisgarh and Uttarakhand) and is now looking to scale-up the program across other states. Driven by worsening heat, rising incomes, and urbanization, the world will buy 3 billion additional room air conditioners by 2050—more than 1 billion in India alone, where currently less than 10% of households own an AC unit. India's AC market is caught in a clear trap preventing efficient cooling adoption. Price-sensitive consumers typically purchase less energy-efficient units due to the $80 upfront price gap between 3-Star and 5-Star ACs. Consequently, high-efficiency units account for just 20% of sales, slowing energy standard upgrades and discouraging innovation. Existing users often operate ACs well beyond the recommended 8-year lifespan, keeping outdated units in use long after standards improve. A business-as-usual trajectory will create severe impacts. Inefficient AC usage, already contributing to urban grid vulnerability, will drive 20-fold electricity growth and 4 Gigatons of cumulative CO₂ emissions by 2050—nearly twice India's current total emissions. With AC demand rising 15% annually, there's a limited window to act before millions more inefficient units are locked into homes for another generation. WJCF has successfully addressed similar market inefficiencies in global health by acting as a strategic convenor to align stakeholders, inform markets, and unlock access through innovative financing. We are adapting this proven market-driven approach to India's cooling sector, where scaling high-efficiency adoption offers gigaton-level climate impact and significant peak energy demand reduction. National TB prevalence survey (2019-21) revealed a significant 31.3% (estimated) crude prevalence of TB infection (TBI) among India’s population aged 15 years and above. Moreover, India has set an ambitious target of eliminating TB by 2025. The National Strategic Plan 2017-2025 outlines a critical target of initiating 95% of identified/eligible TBI cases on TB Preventive Treatment (TPT) by 2025. The TB Household Contact Management (TB HCM) project is a pioneering initiative addressing critical gaps in coverage and completion of TPT amongst household contacts of notified drug sensitive pulmonary TB patients, with particular focus on under five (U5) children. Planned to be implemented in Bihar and Uttar Pradesh, this four-year TB HCM project aims to impact over 2.5 million individuals through a community-based service delivery model that leverages community health workers from the National Tuberculosis Elimination Programme (NTEP) and general health systems. As the first large-scale implementation of TPT while focusing on Universal Health Coverage strategies, the project focuses on decentralizing and strengthening TB care within general health systems. Additionally, it incorporates an impact evaluation component, further enhancing its significance in advancing TB prevention and care in alignment with national health priorities and international best practices. Position Summary WJCF seeks a highly motivated, results-oriented Senior Research Associate to support the TB HCM project, reporting to the National Monitoring, Evaluation & Research Manager. The role involves supporting study implementation, coordinating evaluation activities, providing technical input, and contributing to evidence generation to advance TB prevention strategies. The ideal candidate is a strategic thinker with strong leadership, analytical, and problem-solving skills, capable of working independently and collaboratively in a fast-paced, multicultural environment with appropriate guidance and mentorship. A study conducted by ICMR in 2007 identified that 10%-33% of the tribal population in the state is sickle gene affected with Sickle Cell Traits and further 0.7% were confirmed to have Sickle Cell Disease with a Homozygous (SS) gene. Based on another recent study, the state has an estimated number of 70,000 patients with Sickle Cell Disease. The government of India launched a national sickle cell anaemia elimination mission in July 2023 with the goal of eliminating SCD as a public health problem in India by 2047. To meet the program goals, there is an urgent need to improve access to screening and treatment services for Sickle Cell Disease, especially among tribal populations. WJCF’s SCD program aims to strengthen health systems to ensure widespread access to quality products and services. The program aims to expand access to SCD diagnostic and management services through technical assistance to the state of Madhya Pradesh complemented by implementation support in high burden districts. Position Overview The Analyst will support the design and implementation of the Sickle Cell Disease program in the state of Madhya Pradesh. They will work with the Program Manager to meet the grant objectives related to SCD screening and treatment. To consolidate and further augment the provision of health services, the Hon’ble Prime Minister of India launched Ayushman Bharat Yojana in 2018, which has four key pillars, namely, Ayushman Bharat Health and Wellness Centre (AB HWC), Ayushman Bharat Pradhan Mantri-Jan Arogya Yojana (AB PM-JAY), Ayushman Bharat Digital Mission (ABDM), and Ayushman Bharat Health Infrastructure Mission (AB HIM). Each of these pillars complements and enables the others, thereby enabling the holistic delivery of health services. In Madhya Pradesh, the State Health Agency (MP SHA) is responsible for the implementation of ABDM and AB PM-JAY and concerted efforts are being made to improve utilization of PMJAY through establishment of a state level call centre to support care seekers. Over four crore Ayushman Bharat Health Accounts (ABHAs) have been created and over 13,000 health facilities registered and verified on Health Facility Registry (HFR). The state is now actively working on catalysing these large platforms to broaden access to healthcare. The William J. Clinton Foundation (WJCF) proposes to support the Madhya Pradesh State Health Agency (MP SHA) in implementing an integrated call centre-based solution and enhancing the services extended through the same to, amongst others, include creation of their ABHA IDs while making care seekers aware of the benefits/services, administering an adaptive health assessment tool to support Electronic Health Records (EHR) and supporting a ticketed appointment at various empanelled facilities (including teleconsultations, where operational). The project is being undertaken in the 5 districts of MP - Bhopal, Sehore, Indore, Ujjain, and Dewas to assess the viability of a readily scalable call-centre based solution, improve access to timely health services, especially for women, and assess reduction in delays in service delivery and provide for patient feedback to improve services and accelerate the generation of ABHA-linked records. Position Summary The Program Officer will play a key role in ensuring the effective implementation of the Care Integration Program through oversight of both field and call centre operations. The role involves supervising the Telecaller Team Lead (TL) and supporting the day-to-day functioning of the call centre hosted at the State Health Agency (SHA), while also engaging with private PM-JAY empanelled hospitals to strengthen service delivery. It caters to 27 million infants and 30 million pregnant women. The programme provides access to vaccines against 11 Vaccine Preventable Diseases (VPDs) at the national level and against one VPD at the sub-national level. Under the strong leadership of the Ministry of Health & Family Welfare (MoHFW) and state governments, the immunization ecosystem has demonstrated a proactive commitment to achieving universal immunization coverage in the country in recent years. Learn more about our exciting work http//www.clintonhealthaccess.org Project background According to the World Health Organization’s Global TB report 2022, an estimated 10.6 million people fell ill with tuberculosis (TB) in 2021, an increase of 4.5% from 2020, and 1.6 million people died from TB. The burden of drug-resistant TB (DR-TB) also increased by 3% between 2020 and 2021 with 450 000 new cases of rifampicin-resistant TB (RR-TB) in 2021. This is the first time in many years that an increase has been reported in the number of people falling ill with TB and drug-resistant TB. TB services were among many others severely disrupted by the COVID-19 pandemic in 2021, but its impact on the TB response has been particularly severe. There is, thus, an urgent need for strategies to mitigate the impact of the COVID-19 pandemic and initiate urgent improvements in formal and community health systems. Under the COVID-19 Response Mechanism (C19RM) of the Global Fund to Fight (GFATM) WJCF is currently undertaking an active-case finding initiative to increase TB case-finding and address delays in diagnosis and treatment. Recognising the criticality of chest X-ray as a diagnostic tool, ultraportable handheld chest X-ray machines (dCXR) with integrated Computer-Aided Detection (CAD) software are currently being procured and deployed at identified AB-HWCs / PHCs across multiple districts in nine states to generate evidence and demonstrate various use cases for wider adoption and scale-up. To that end, our teams conduct highly targeted community mobilisation for screening in co-ordination with Front Line Workers FLWs). Individuals are first screened for symptoms & vulnerabilities and provided access to Chest X-rays with those observed to be suggestive of TB being linked to diagnostic testing and treatment. As a next step to ensure the current C19RM intervention is scaled up, WJCF, under the aegis of NTEP and the Country Coordinating Mechanism (CCM), will be assisting in procurement process of an additional 175 dCXR + CAD units to augment (a) Current ACF efforts under the NTEP in multiple States (b) Screening infrastructure at the primary health facility level, at key identified AAMs / PHCs, thereby democratising the screening tool. Stakeholder Engagement and Coordination Act as the primary point of contact for all stakeholders, including State, District, and Sub-district health authorities, vendors, Quality Assurance (QA) agencies, Atomic Energy Regulatory Board (AERB), and TLD issuing agencies. Build and maintain strong relationships with government officials, health facility staff, and other key stakeholders to ensure alignment and collaboration on project goals. Capacity Building and Technical Assistance Provide technical assistance to State and District health authorities on Active Case Finding (ACF) guidelines, operational protocols, and data management. Build capacity within State health systems to operationalize and maintain X-ray devices, including training health facility staff on device usage and maintenance. Project Management and Reporting Monitor and track project milestones, ensuring timely completion of activities such as device delivery, installation, QA, and licensing. Prepare regular progress reports and updates for the National Program Management Unit (NPMU) and other stakeholders. Operationalization of Devices Lead efforts to integrate X-ray devices into health systems, ensuring they are fully operational and utilized for TB screening and diagnosis. Coordinate with State TB functionaries, health facilities, and vendors to troubleshoot challenges and ensure smooth operations post-installation. Other Responsibilities Undertake additional tasks as required to support the successful implementation of the project. Graduate or Post Graduate degree in Bio-medical Engineering, Healthcare Management, Business Administration, Public Health, or a related field. Minimum of 8 years of professional experience, with at least 5 years in managing projects and engagements with governments or government agencies. Proven track record of driving large-scale procurement processes, preferably for/on behalf of governments at the national or State level. Demonstrated experience in engaging with diverse stakeholders (e.g., government officials, vendors, regulatory bodies) and building strong relationships to successfully drive processes and achieve project goals. Learn more about our exciting work http//www.clintonhealthaccess.org About the project In India, the lack of medical imaging infrastructure at the community level coupled with the nonavailability of qualified radiologists to interpret X-ray’s leads to a significant delay in screening and diagnosis of Tuberculosis (TB). Chest X-ray (CXR) is a rapid imaging tool that allows for easy identification of lung abnormalities and is a crucial tool for early detection of tuberculosis (TB) Currently, only 11% of public health facilities in the country have X-ray devices available at Community Health Centres (CHCs) or district hospitals consequentially delaying the diagnosis of TB or adding to the out-of-pocket expenditure required by patients if done outside the public health facilities. To address these delays at the community level, WJCF, with support from The Global Fund, aims to address the gap by introducing and operationalising hand-held X-ray devices integrated with Computer-Aided Detection (CAD) software. Deployment of a high-sensitive screening tool (X-ray) along with high throughput interpretation (CAD) and subsequent linkage to CBNAAT for diagnostics would reduce delays in diagnostics and pre-treatment loss to follow-up (LTFU). In addition, would be of significant use of active case finding in various settings. The project is currently be implemented in 41 urban and rural districts of Uttar Pradesh, Bihar, Rajasthan, Gujarat, Tamil Nadu, Kerala, Uttarakhand, Haryana, Ladakh, Meghalaya & Nagaland; and is being further scaled to 15 additional States through direct implementation by State Governments. The project aims to generate local evidence and demonstrate various use cases for portable X-ray + CAD to improve TB case finding and reduce diagnostic delays. With an objective that the local evidence would lead to greater buy-in at the state level, facilitate the effective transition of project activities to the government and support future scale-up using domestic budgets. Position Summary The Senior Analyst, based out of New Delhi, will be a key member of the C19RM National Project Management Unit (NPMU) and will support the Technical Lead in Donor reporting & continuous monitoring of programmatic activities across all implementation geographies.
