Role: HR Manager (with E-Governance & Telecom Infrastructure Exposure) The HR Manager will be responsible for managing end-to-end human resource functions in alignment with the organizations operations in e-Governance and fiber laying projects. This includes manpower planning, compliance, project-based HR deployment, and workforce development in field and back-office operations across multiple project locations. Key Responsibilities: 1. Project-Based Recruitment & Deployment Lead manpower planning and deployment for project sites (OFC laying, NMS, POP installations, etc.) Coordinate bulk hiring for e-Governance and BharatNet-like projects across geographies Ensure onboarding, documentation, and mobilization of skilled and unskilled labor for field operations 2. Compliance & Labor Law Management Ensure compliance with statutory requirements such as CLRA, EPF, ESI, minimum wages, labor welfare, and safety norms across sites Manage third-party contractors’ labor compliance documentation and audits Prepare HR compliance reports for government and tendering agencies (BBNL, BSNL, State SPVs, etc.) 3. Employee Relations & Grievance Redressal Address grievances of field and office staff, ensuring timely resolution Conduct periodic visits to project locations for HR audits and employee interaction Foster harmonious relations between site workers, engineers, and client representatives 4. Training & Skill Development Organize induction and technical training (Fiber splicing, safety, NMS operations, etc.) Coordinate capacity building for field teams as per project requirements and client mandates Implement digital HR training tools aligned with e-Governance project workflows 5. Performance Management & Retention Define KPIs linked to project milestones and delivery timelines Conduct performance appraisals and recommend incentives/penalties based on deliverables Implement retention strategies for skilled OFC technicians, splicing teams, and e-Gov operators 6. Payroll, Benefits & Site-Level HR Operations Manage attendance, leave, and payroll for site staff using HRMS or Excel-based trackers Handle travel, accommodation, and expense reimbursements for mobile teams Administer insurance and welfare schemes (especially for risky field operations) 7. Policy Implementation & Documentation Draft and implement HR policies suited to project-based field execution models Maintain accurate HR records (offer letters, ID cards, contract agreements) for audits Prepare HR data and compliance reports for client submission (as required under RFP/SLA) 8. Coordination with Government Stakeholders Support documentation and manpower records required for DPRs, UCs, or progress reviews Liaise with government nodal officers for workforce clearances, onboarding, or ID verifications Handle escalations related to manpower under SLAs or e-Governance support models Desirable Skills: Experience working on BharatNet, CSC, UIDAI, or similar e-Gov projects Knowledge of telecom infra field team deployment (surveyors, splicers, linemen, project engineers) Familiarity with client reporting formats for DoT, BBNL, BSNL, State IT departments, etc. Exposure to multi-state manpower deployment and regional labor laws Role & responsibilities Preferred candidate profile
