About A-PAG Air Pollution Action Group (A-PAG) was set up in 2019 by Ashish Dhawan (Founder and Chairperson, Ashoka University and Central Square Foundation), Vijay Chadda (previously CEO of Bharti Foundation) and Mohit Beotra (previously Chief Brand Officer of Airtel). A-PAG is focused on the strategic implementation of solutions to combat air pollution and has created a niche for itself within the broader ecosystem in the last 3 years. During this time, A-PAG has made significant progress in its quest with a focus on supporting the Governments at the national & state level. Some of the major projects A-PAG is driving are: 1. A-PAG has worked on several programs in Delhi. Currently, we are engaged with the MCD and the New Delhi Municipal Council on a massive program aimed at dispersed sources. This covers all 250 wards across the city as well as the area under NDMC. 2. In Uttar Pradesh (UP) we are retained by the UP-Pollution Control Board (UPPCB) to help reduce air pollution in the state. We have launched our 1st initiative in Lucknow and are planning on expanding our base in the state. 3. In Punjab, A-PAG is supporting the government to combat stubble burning. Our efforts are focused on convincing farmers to adopt alternative in-situ solutions. 4. A-PAG has just launched an initiative covering Patna, Muzaffarpur and Gaya. This is part of our program with the Bihar State Pollution Control Board (BPSCB) to address air pollution across the state. All our support to Government is offered on a pro-bono basis. About the Role A-PAG’s project in Delhi aims at improving air quality by tackling issues which contribute to air pollution. We are seeking a dynamic Program Manager to drive the implementation and monitoring of key air quality programs including Dispersed Sources, and C&D waste management. The role will also focus on identifying gaps in current systems and piloting innovative interventions to address emerging pollution sources. This is an individual contributor role with no direct reportess but require high ownership, strong stakeholder management, and coordination with government agencies, vendors, and internal teams. The ideal candidate will combine program execution skills with data-driven analysis and problem-solving to ensure impactful and scalable outcomes Key Responsibilities: The selected candidate shall be responsible for end-to-end management and execution of programs. Key responsibilities will include the following: 1. Program Strategy and Implementation: Lead the execution of ongoing programs and ensure timely delivery of program milestones. 2. Stakeholder Management: Build and maintain strong relationships with key government stakeholders (Operational and leadership levels) to ensure smooth coordination and alignment. 3. Identify Gaps and Pilot New Programs: Proactively identify gaps in existing policies, institutional processes, or program implementation and assess strategic entry points. Design and pilot new interventions that can be scaled based on learnings. 4. Monitoring, Analysis and Review: Track progress through structural monitoring systems; analyze data and prepare reports, dashboards, and presentations to support decision-making and ensure accountability. 5. Documentation & Knowledge Management: Prepare high-quality documentation, SOPs, and reports to capture learnings, good practices, and program outcomes. Eligibility: Bachelor’s or a Master’s degree (from tier - 1 institutes) in Environmental Science, Public Policy, Urban Planning, Development Studies or relevant fields. 3-5 years of work experience in program management, consulting, development sector roles with exposure to urban governance, waste management, or air quality programs. Skill Sets Required: 1. Excellent stakeholder management and relationship-building skills, especially with government agencies and officials. 2. Strong program management and problem-solving capabilities; ability to manage complex, multi-stakeholder projects independently. 3. Proficiency in MS Excel, PowerPoint, and documentation skills–ability to analyze data and prepare executive-level reports and presentations. 4. Experience with data visualization tools like Tableau or Power BI is preferred. 5. Exposure to GIS tools and spatial data analysis will be an added advantage. 6. About the role The role is a dynamic opportunity for someone who is passionate about environmental issues and wants to work on key policy reforms to mitigate air pollution. You will work on building evidence around policy reforms that have worked and will work for Indian states, and develop a larger perspective of your own on what it takes to tackle the air pollution crisis in India. A-PAG has partnered with the Governments of Punjab, Uttar Pradesh, Bihar, Delhi, and Haryana to help the states implement action plans that mitigate air pollution. Various project management units have been set up in each state to coordinate efforts. You will be expected to provide research-driven insights that will aid project implementation in these states. You will also have the opportunity to build relationships with experts and policy makers to increase salience for key policy reforms that have the potential to solve the air pollution crisis in India. The Team Lead will report to the Associate Director in Delhi. Another aspect of the role is providing policy support to the recently established Commission on Air Quality Management, NCR that was instituted under a central Ordinance in October 2020. The Commission is responsible for coordinating action between the Governments of Punjab, Haryana, Rajasthan, Delhi, and Uttar Pradesh to reduce air pollution. A-PAG is one of three non-Governmental members that has been appointed to the Commission. You will play an instrumental role in providing analytical and policy support across pollution sources to the Commission. Key Responsibilities The critical functions to manage your area successfully will include the following: Policy landscape understanding: You should have good knowledge of and will be required to stay abreast of the ever-changing policy landscape, including laws, regulations, and industry standards relevant to air pollution. You should be able to monitor and analyze political, economic, social, and technological trends that might impact policy development and identify policy gaps which need to be addressed at the center or state. Research Skills : You will be required to conduct in-depth research on policy issues, market trends, and best practices and utilize research findings to develop evidence-based policies and strategies. You will develop position papers, policy briefs, concept notes and other research documents etc. Project Strategy and Design: You will support with the design and planning of pilot projects related to policy development and strategic initiatives while defining pilot goals, objectives, and key performance indicators (KPIs) to facilitate implementation of clean air City Action Plans under NCAP. You will help in developing a roadmap for implementation of the identified reforms and designing interventions that can bring about reduction in air pollution. Stakeholder Engagement: You will identify and build relationships with government officials, climate or environment policy experts, researchers, citizen groups, think tanks and other relevant organizations/bodies who have a definitive role to play in shaping strategic policy mandates in the air pollution landscape. You will collaborate with stakeholders to ensure policy alignment and garner support for proposed initiatives. Eligibility A Masters degree in Public Policy, Environment Policy, and the Social Sciences is preferred. A Bachelors degree from a recognized university with a strong record of academic performance is required. Prior experience of 6-8 years working in policy research with the government or development sector. Fluency in Hindi and English is a must. Experience working in the space of environment/ air pollution would be preferred but is not essential however, passion to solve the air pollution crisis in India is critical. In Uttar Pradesh (UP) we have programs running in 7 cities across the state. This relationship is expected to be extended to all 17 non-attainment cities in the state. We have recently started a pilot program on EV adoption in NOIDA. 3. As part of our program with Bihar State Pollution Control Board (BPSCB),we are active in Patna, Muzaffarpur & Gaya. Various initiatives are underway to address air pollution across the state of Bihar. 4. We work in Gurgaon & Faridabad in partnership with the Municipal Corporation. 5. We have a PMU based at the Central Pollution Control Board, which is helping CPCB drive effectiveness of the National Clean Air Program (NCAP). A-PAG works by placing multiple Project Management Units (PMUs) thatwork closely with Government departments to ensure success against air pollution. About the Role: A-PAG is now involved with creating a detailed plan for reducing air pollution inDelhi NCR. This plan includes numerous technology solutions ranging from basic dashboards (internal facing for officials, as well as citizen facing) to solutions expected to trigger actions using MI/ML tools. Our intent is to facilitate action by developing these technical solutions on behalf of the Government. We are seeking a person to oversee these tech development opportunities. As Technology Lead, your primary responsibilities are as follows: 1. Scoping requirements : Based on an understanding of the planned program, you will be expected to draw up requirements for the technical solution. This will need you to understand the mitigation program and the exact role of the technical solution. Requirements include UI/UX as well as technical specifications. 2. Management of tech partners : For each solution, you will be expected to identify the correct tech development partner. You will be responsible for ensuring the right price, resources, development plan and will be accountable for ensuring that development timelines are met. 3. Interface with Government officials : Almost all solutions are expected to interface with existing systems to draw data. You will be expected to lead the interface with the relevant official to ensure that the solution being developed is optimized based on systems that it is expected to interact with. 4. Hosting & maintenance : The intention is that once the solution is built, it will be handed over to the relevant Government department. You will be expected to advise the correct hosting solution, and also ensure that appropriate AMCs are put in place. The role reports directly to the CEO. Currently this is seen as an Individual Contributor role; however, if required 1 person can be added to the team. Eligibility 1. Strong experience in building and managing software products/solutions. 2. ~15 years of direct experience in managing teams that deliver technical products/solutions. 3. Understanding of advancements in AI/ML and their potentially relevant applications/use-cases is optional but preferred. 4. We have recently expanded our presence to include various cities across the state viz., Mathura, Ghaziabad, Prayagraj and Varanasi. As part of our program with Bihar State Pollution Control Board (BPSCB), we are active in Patna, Muzaffarpur & Gaya. Various initiatives are underway to address air pollution across the state of Bihar. We work in Gurgaon in partnership with the Municipal Corporation. Starting with a pilot currently being run in a limited area, the program is scheduled to be rolled out across the entire city within the next 120 days. A-PAG works closely with the Punjab Government to combat stubble burning. Our efforts are focused on convincing farmers to adopt alternative solutions. These efforts include mass media & social media campaigns, mobile first initiatives as well as tech enabled solutions to ease hiring of implements. We have a PMU based at the Central Pollution Control Board, which is helping CPCB drive effectiveness of the National Clean Air Program (NCAP). All our support to Government is offered on a pro-bono basis. About the role A-PAGs project in Uttar Pradesh aims at improving air quality by tackling issues which contribute to air pollution. We are now launching operations in Agra you will be responsible for launching and managing our programs in the city. To do this, you will work closely with the leadership in the Urban Local Bodies (ULBs) in Varanasi. Implementation of A-PAGs dispersed sources program would be a priority; in addition to this, you would have the opportunity to devise and pilot new interventions which are scalable and target other sources of air pollution in the city. The role will report directly into the A-PAG State Lead based in Lucknow; you would also need to work closely with the A-PAGs Associate Director (UP & Bihar) based in Delhi. Key responsibilities The critical functions to manage your area successfully will include the following: Program Strategy and Implementation: Working with leadership in your district, you would need to ensure all processes are put into place and all planned actions are carried out in a time-bound manner. This includes preparations for the on-ground survey, readying the IT systems, and ensuring that officials are trained in a time-bound manner. You will engage very closely with the leadership in the ULBs to identify any problem areas, share recommendations and ensure corrective action is implemented. Stakeholder Management: You will be expected to build relationships with officials ranging from the operational levels of these organizations (Ex. Junior Engineers, Sanitary Inspectors) to the leadership (Ex. District Magistrate, Municipal Commissioners) and drive these engagements to ensure success. You will also support the ULBs in coordinating with each other. Monitoring and Review: Putting in place a robust monitoring and review process will be a key priority. You will be responsible to ensure structured reviews are held in your area in order to make progress toward resolving the issues identified on the ground. Program Expansion: While engaging with leadership across multiple government organizations you would have visibility to understand problem areas and develop deep insights. Vendor Management: The project is supported by third parties at multiple levels. You will be responsible to guide and oversee the functioning of these third-party vendors.
