About the role


  • As part of Next Level footprint strategy and supply network optimization, BC has approved recently to build a new Greenfield Chocolate Manufacturing site in West Java, Indonesia. The West Java GF End to End Program Leader will be responsible for overall execution of the project: Cost, Schedule, Safety, Technical/ Supply Chain Readiness, Permitting, operational readiness and others. He will be guiding both the engineering team and the operational start-up team, developing and managing with global/cluster/ local management team the new organizations, technical/ operational capabilities, deployment of BCOS work process, interface with external agencies/ authorities, and reporting/ tracking with key stakeholders which include senior leadership.

  • The critical delivery of the role is on the creation of a new high-performance and fully capable greenfield site that achieves Vertical Start Up (VSU) status and equally to drive continuous improvement eliminating losses across the whole value chain, in line with corporate strategies, targets and objectives.


Key responsibilities include


  • It is expected that the incumbent has extensive experience in major project/ program execution at blue chip companies and have also experienced initiative/ project start-ups applying TPM Early Management methodologies including CQV/ IQOQPQ.

  • The incumbent will provide guidance on setting up and driving a project team (Engineering & Operational) that have as end goal the delivery of VSU and other critical KPIs., with support of the engineering and start-up teams, to deliver a smooth start-up of the West Java greenfield site, covering SC balanced score cards across Safety, Quality, Delivery, Cost, People and Environment.

  • Typical deliverables for the West Java Greenfield start-ups are:

    • Zero LTA and compliance process safety/people safety standards

    • Zero quality defects and Cpk (process capability) above 1

    • Meeting Ram-up curve up to OEE +85%

    • Adherence to schedule

    • Adherence to both Capex and Start-up budgets (no overruns)

    • People engagement survey +90%

    • Compliance to energy/CO2 reduction targets

    • Compliance to BC and local Environmental requirements.



  • Scope:

    • Overall Manage and deliver West Java greenfield project

    • Manage/ guide the engineering and operational start-up teams, interface with other internal & external stakeholders, report/ track progress of the execution, organize and lead regular steering team meetings and other including senior leadership.

    • Be member and contributor to Global Mfg/ Eng Community, part of APAC team and setting and agreeing directions to be deployed as part of his/her role




About you


  • Bachelor/Master degree required, preferably in Engineering

  • Advanced level of English

  • Clear ability to understand business needs, develop and deploy a strategy to reach business goals

  • Extensive experience in major greenfield/ brownfield development, execution and start-up

  • In depth expertise in Continuous Improvement methodologies, such as: TPS, TPM, Lean Manufacturing, Six Sigma and High Performance Organization

  • Ability to work with ambiguity, breakthrough thinking, keep people accountable and directing others

  • Vast experience on practical implementation of TPM, including application of Initiative Management (IM) Pillar

  • Experience on senior operations roles Site Engineer, Plant Management - are seen as differential for this role

  • Places as highest priority the Safety of people, process and product

  • Extensive experience in developing, leading and deliver a greenfield site from early phase to start-up.

  • Strong background and discipline in managing cost and schedule including applying clear change management.

  • Experience in interfacing with external stakeholders (e.g., permits, utilities, local/ federal government etc)

  • Strong understanding and know-how of Lean manufacturing principles, IWS (Integrated Work Systems), Total Productive Maintenance (TPM), WCM (World Class Manufacturing), Six Sigma Methodologies, and other improvement processes & techniques

  • Demonstrated ability to influence and facilitate change across the whole organization

  • Strong knowledge of working across cultures and time zones

  • Extensive software capability including Google Environment, Excel, Word, Minitab (or other statistical software) and MS Project. Knowledge and experience on use of SAP ERP systems is seen as desirable skill.

  • Exceptional coaching, communication, interpersonal & leadership skills

  • Experience on project management and governance systems
