Position Overview

The Technical Program Manager (TPM) for OpenForge will be responsible for ensuring smooth program execution and coordinating across multiple stakeholders including government departments, developers, open-source communities and partner organizations. The TPM will oversee the end-to-end lifecycle of platform enhancements, ensure timely delivery of features, streamline collaboration processes, and uphold the platform's vision of enabling secure, transparent, and scalable digital public goods development.

Key Responsibilities

1. Program & Project Management

• Lead planning, execution, and delivery of technical projects related to OpenForge, including feature upgrades, integrations, and infrastructure improvements.
• Define project scope, timelines, KPIs and success criteria aligned with NeGD objectives.
• Manage risks, dependencies, and cross-functional workflows to ensure timely deliveries.
• Maintain an updated roadmap and publish regular project status reports.

2. Platform Governance & Process Optimization

• Ensure all development activities follow organization guidelines.
• Streamline workflows related to repository management, issue resolution, approvals and release cycles.
• Promote adoption of standardized templates and coding practices.

3. Technical Oversight

• Understand technical architecture, CI/CD pipelines, version control workflows and security requirements relevant to OpenForge.
• Review technical proposals, change requests and integration approaches for feasibility and impact.
• Coordinate code reviews, security audits, and infrastructure optimization activities.

4. Monitoring, Reporting & Metrics

• Track platform usage metrics and project-level KPIs to measure health, performance, and adoption.
• Implement dashboards and reporting mechanisms for leadership visibility.
• Monitor SLA compliance for issue resolution and platform uptime.

Required Qualifications & Experience

Education

• Bachelor's or Master's degree in Computer Science, Engineering, Information Technology, Management or a related field.

Experience

• 1015 years of experience in technical program management, product delivery or engineering roles.
• Proven experience managing complex, multi-stakeholder projects in government or open-source environments.
• Experience with version control systems (Git), CI/CD tools, cloud platforms and API integrations.

Technical Skills

• Strong understanding of SDLC, Agile methodologies, DevOps/DevSecOps practices.
• Familiarity with open-source ecosystems, licensing models and collaborative development workflows.
• Strong practical experience working with Git, PHP, Vue.js, Mustache.js and AWS infrastructure components.

Soft Skills

• Excellent communication, stakeholder management and documentation skills.
• Ability to manage ambiguity and deliver clarity in complex, fast-evolving environments.
• Strong analytical, problem-solving and decision-making capabilities.
